Quota-reset webhook — one ping when your trial quota resets

Free-trial quotas reset at 00:00 UTC daily (that logic is unchanged). Register a webhook and the fleet POSTs you exactly one notification per reset — for all endpoints, or for one slug. Fires are idempotent (repeat checks never duplicate), and a registration is disabled after 3 consecutive delivery failures. Max 5 active registrations per caller IP. Free.
